Reporting to Council, the successful applicant will be responsible for managing the day-to-day affairs of the community which includes all finances, legislation, policies, bylaws, planning, development, and human resource management.  Provide the leadership skills required to lead staff and play a key role with Council in updating and executing a strategic vision that meets both current and future needs of the community.

Position Responsibilities

Administration

  • Recommends objectives, policies and programs to Council
  • Directs the implementation and monitors progress of policies and programs approved by Council; evaluates and recommends changes as required.
  • Provide effective forms of management of the human, financial and material resources of the Village.
  • Coordinates the prompt and proper handling of all requests, inquires or complaints by the public.
  • Directs the execution of all documents, agreements or contracts approved by Council.
  • Attends all regular and special meetings of Council and other meetings as requested by Council.  Prepares Council agenda packages.
  • Ensure the satisfactory preparation of bylaws and that copies of all official correspondence, records, bylaws, etc., are retained by the office.
  • Drafts correspondence resulting from decision of Council.
  • Coordinates the provision of special services (e.g. legal, audit, consulting) to the municipality.

Financial Planning

  • Prepare budget for Councils’ approval
  • Ensures that expenditures are within the Council approved budget
  • Pay all accounts that are a proper charge against the Municipality for any purpose authorized in the operating or capital budgets or by resolutions of the Council.
  • Maintain, hold and administer Municipal accounts and keep accurate records of the financial affairs of the Village.
  • Provide Council at each monthly Council meeting the financial position of the Village by providing a Financial Statement.
  • Collect and control the revenue of the Municipality.
    • this includes preparing the assessment roll and issuing notices
    • prepare tax roll and collect the taxes
    • prepare and collect utility bills in each billing period
  • Deposit in a Financial Institution designated by Council all money belonging to the Village.  Also to invest surplus money.
  • Responsible for the guidance and support of Asset Management

Staff

  • Directly responsible for the employees of public works, as well as being responsible for overseeing all employees activities while under Village employment.
  • Within established personnel policies, budget guidelines, participates in the appointments, promotion, demotion, transfer or dismissal of staff.
  • Coordinates departmental activities; recommends to Council any necessary changes.

Other Duties

  • Act as the Development Authority
  • Act as the Director of Disaster Services
  • Freedom of Information and Protection of Privacy Officer

The incumbent is also responsible for other related duties and responsibilities as required.

The incumbent is expected to demonstrate the following competencies and behaviors in order to successfully meet the requirement of the position.

  • Ability to work cooperatively, support, coach and develop staff in a positive team environment and share work expertise and knowledge.
  • Ability to prioritize activities to best meet the needs of the Village.A high degree of personal initiative with good planning and organizational skills.
  • Continuing up-to-date knowledge, personnel education and development to ensure efficient, cost effective and safe workplace.
  • An understanding of Municipal Government Legislation, grant funding opportunities, business planning, municipal bookkeeping and budget procedures, and capital project management.
  • The demonstrated ability to communicate and deal effectively with the public, to work collaboratively with council and staff and to build partnerships within the Village and surround municipalities while effectively representing the interest of the community.

Desired Knowledge, Education and Experience

  • Experience in local government together with post-secondary education in a related discipline and/or certification in local government management.  An equivalent combination of experience and/or education from other sectors will also be considered.

  • Knowledge of computers and municipal accounting systems is required.
