Job Description : 

Accountable to the Manager, Planning & Development, the Building Safety Codes Officer (SCO) is responsible for building plans reviews, on-site construction inspections and enforcement in compliance with the applicable building code.

Specific responsibilities include:

  • Examination of building plans to ensure minimum standards of the applicable building code are adhered to.
  • Inspection of buildings under construction to ensure conformity to reviewed plans, the applicable building code and related regulations and bylaws. 
  • Maintain records and prepare inspection reports detailing items such as the type and extent of deficiencies, actions taken, and recommendations for further action. 
  • Perform follow-up inspections to ensure that deficiencies or infractions are rectified.
  • Issue Building Permits, ensuring that an approved Development Permit has been issued prior and that the application is in compliance with the Land use Bylaw (setbacks, heights, minimum floor areas, etc.) and the applicable building code.
  • Monitor and report building activity undertaken without prior approval.
  • Collaborate and liaise with architects, engineers, contractors, building owners, civic departments, fire department, health and safety agencies.
  • Provide information to Planning & Development staff required to assist in permit issuance and preparing/submitting forms, applications and documentation required.
  • Prepare monthly reports on Safety Codes activities (building permit activity/complaints).
  • Respond and follow up on complaints, service delivery problems and all building enquiries.
  • Display a professional and ethical responsibility to protect privacy, and maintain the confidentiality and security of all information related to employees, business and residents of the City of Lloydminster.
  • Adhere to Health and Safety Legislation and the City of Lloydminster safe work policies and procedures at all times, ensuring the protection and safety of self, co-workers, and the public.
  • Other related duties as required. 

Qualifications:

The successful candidate will have the following qualifications:

  • Possess a Journeyman Carpenter certificate or related trade certificate covered by the applicable building code; or a two-year diploma in Building Construction Engineering Technology, architecture, civil or mechanical engineering; or hold a degree in Civil, Structural, Mechanical Engineering or Architecture.
  • Minimum 3 years as a Building Safety Codes Officer/Inspector.  Experience in a municipal setting would be an asset.
  • Minimum Level 2 Safety Codes Officer.
  • Must possess a Class 5 Driver’s License registered in Alberta or Saskatchewan and a clear driver’s abstract.  The successful candidate may be required to operate a personal vehicle or municipal vehicle for business purposes.
  • Display strong communication skills, both written and verbal.
  • Possess excellent attention to detail, interpretational, organizational, prioritizing and time management skills.
  • Ability to work alone and independently.
  • Demonstrate superior customer service skills to both internal and external customers.
  • Proficient with a variety of computer software.
  • An offer will be contingent upon receiving a satisfactory criminal record check.

Schedule:

This position works 40 hours per week from Monday to Friday from 8:00 a.m. - 5:00 p.m. with the occasional requirement to work outside these standard hours.

Rate of Pay:

Band 8: $41.31 - $45.25 per hour

(Subject to CUPE 1015 Agreement & LOU Deferred Leave Program)
